2) REDD+ Gap Analysis

Partner: FAO and Ministry of Forestry and Wildlife

Project Overview

Reducing Emission from Deforestation and Forest Degradation (REDD) is an efforts aimed at creating an incentive for carbon stored in forests for developing countries to reduce emissions from forested lands and it includes the role of conservation, sustainable management of forests and enhancement of forest carbon stocks. The Kenyan government is committed to the REDD+  readiness  process  and  is  participating  actively  in  international  REDD+  negotiations. As a result, it already has a REDD Readiness Plan that outlines the process by which it will  develop  its  national  strategy  for  participating  in  an  evolving  international mechanism for reducing emissions from deforestation and forest degradation, conserving and enhancing  stocks  and  sustainably  managing  forests  (REDD+).

To ensure effective implementation of REDD+, there is need for the Government  of  Kenya to  formulate enabling laws and policies to  protect  its  remaining  forest  resources  from deforestation and degradation and to enhance forest carbon stocks in ways that help improve local  livelihoods  and also takes cognizant of other related sectors and laws like EMCA, Water Act, Agriculture Act, Wildlife (Conservation and Management) Act, as well as a host of several sectoral laws and their regulations which have direct and indirect influence on the management of forests and REDD+ in Kenya.

It is against this backdrop that ILEG is working towards facilitating proper implementation of the national REDD+ strategies by reviewing all the relevant sectoral policies and laws and producing a REDD+ framework analysis and proposals for all the necessary legal and policy reforms.
